RESOLUTION BY THE PARLIAMENT OF RWANDA ON THE EUROPEAN PARLIAMENT RESOLUTION OF 11 SEPTEMBER 2025 ON THE CASE OF VICTOIRE INGABIRE IN RWANDA (2025/2861(RSP))
The Parliament of Rwanda,
Taking note with regret of the European Parliament Resolution of 11 September 2025 on the Case of Victoire Ingabire in Rwanda (2025/2861(RSP)) ;
Recalling the resolution by the Parliament of Rwanda on the European Parliament resolution (2016/2910 (RSP)) of 6 October 2016 on related issues ;
Emphasizing that Rwanda is a sovereign, independent, and democratic state governed by the rule of law as enshrined in its Constitution and other applicable laws ;
Affirming that the European Parliament has no legitimacy to intervene in the sovereign affairs of Rwanda which is a violation of the United Nations Charter and international law ;
Mindful that Rwanda upholds a multiparty system whereby political organizations fulfilling the conditions required by law are freely formed and operate without obstruction ;
Recalling that the Rwandan judiciary is the guardian of human rights and freedoms, exercising its judicial authority independently and in accordance with the Constitution, national laws, and international principles ;
Further recalling that Victoire Ingabire was previously convicted of various criminal offences, subsequently granted a presidential pardon, and is presently in judicial proceedings on new charges ;
1. Condemns in the strongest terms the European Parliament resolutions intending to interfere in the functioning of the judiciary, which constitutes an affront to the shared principles of judicial independence and democracy ;
2. Refutes the European Parliament resolution and related statements that are based on partial, subjective, and legally unfounded information, influenced by political figures hostile to Rwanda and its leadership with the apparent intent of undermining Rwanda’s independence, democratic institutions, development, international standing, and reputation ;
3. Calls for respect of the principles of mutual respect, good faith, and accountability in all development partnerships and, therefore, condemns any compromise of these principles in parliamentary affairs ;
4. Resolves that this resolution be forwarded to the Vice President of the Commission/High Representative of the Union for Foreign Affairs and Security Policy, the Council, the Commission, Member States of the European Union, the African Union, the United Nations, the Government of Rwanda and the European Parliament.
